In some cases, .gifs can be smaller, because of the possibility that there can be fewer colors. But because of all the gradients and textures in your image, a .jpg would be a better choice. BTW, 80% quality is VERY high for a .jpg on the web. 51-60% should suffice.
In general:
- a .gif should be used for large areas of flat color, with few colors and gradients. These could be logos or your scanline background image.
-.jpgs should be used for photos, images with texture, lots of colors, gradients, etc...
