Exclamation Sky effect and Digital Painting Question~!

Ok so I was just on Photoshop, messing around, and I created this

Its something I made with just quick effects, and random pictures. But since there is no question area on the forums, I wanted to ask a question here. Is it possible to make this into a digital painting? By digital painting I mean making it look like this (BioRUST.com :: Tutorials >> The Last Remainder). I used to make sigs but now wanted to try these cool paintings. Since Im really bad at drawing freehand sketches on paper, I was wondering if any1 has a tutorial or knows an effect of how to make that picture look more like the "last remainder" painting, (make it look more like a painting). I would like to become good at digital paintings, and hopefully if someone helps me out with this, I can get somewhere

There's no magical "effect" or tutorial that will instantly allow you to create something like The Last Remainder. What you need for that is skill, talent and a lifetime of practice. There are, however, methods for the more "artistically challenged" among us (and I include myself in that category) to produce something akin to "traditional" art from our photographs. For a start, check out the Photo Art tutorials at Innographx:
