An effective and easy to use design. The only niggle I have is that the graphics are all a tad blurry - its like you've compressed them a bit too much. You can't fault the content though - its packed with good schtuff.

As for improvements... I've never liked designs that have large areas of null unused space. i.e. the right area on your design. Try adding a border on the right that marks the end of the site and a transition into some sort of funky background. For an example have a peek at http://www.templatemonster.com/show....type=1&cat=All - although you can do it with a bit more pizazz than this fella. The grey is kinda boring...

I think it looks pretty nice.
Did you get the template form Welch Integrated, Inc. ?

Few suggestions:
e-Newsletter sign-up should be on the left area, the entire form is just too big
Capitalized the links (i.e. forums should be Forums)
Perhaps put some type of borders or something to separate different sections? Everything is just ... together
"Click to submit your news!" shouldn't be centered up at the top, it's out of place

That's about all I can think of.

yes! Wonderful looking site, i'm just going to stress what s2f pointed out, those are all thing that should be changed to make your site better.

btw, what kind of administrative work does it take to keep a site like that running?
