Too much odd bevel and effects on the text.
The guy looks like his width was stretched.
Background is obviously taken from somewhere, not created.
Borderless.
Colors are not going together too well, hurting my eyes.

All i can say is keep on practicing. You must get rid of psp, make the switch to photoshop since it is alot more productive and much better.

Its ok, but the colour mix and lack of overall definition make the text more than a little hard to read...

yeah the text looks a little bit funny in that colour with that much bevel . I would suggest that you left the bevel alone and just kept the text crisp and clean. I know when i first started graphics my work was exactly like that. No one starts off good, it involves a hell of alot of practice.

Doesn't look half bad. Is it a screenshot with text on it though? But hey, it's better than my first sig. (It wasn't using Photoshop). Keep practicing.
