i dunno, have you looked for tutorials?

it would take a lot of photo manipulation on this one, Only because wet hair changes physically, it usually clumps together more, while sticking to the body, looking more slick and darker.

I think I would probably darken the values of the hair color, and strengthen the levels/curves of the hairs natural highlights.

as for physically changing the hair to wet clingy hair, I would probably find some photos of wet hair that's similar to what you want, and just copy/paste with a side order of clone tool...

but as for a step by step, I have no clue...

Alternatively, throw a bucket of water over your model...

Seriously, though: I can't think of a step-by-step way to do this in Photoshop because (as agentxi has said) the physical characteristics of wet hair are so different from those of dry hair. You might be able to achieve something with the Liquify tool, but it would be such a time-consuming and intricate process that you'd probably go mad or blind (or both) first.

I would do as Tamlin suggested, use liquefy to reshape the hair, then I would use a simple comb brush using wet edges and smoothing. Using a duel brush with the second brush set up at color burn. Then add a few shiny wet highlites.

I think that real water is the easyest way to go. Because wet hair just... sticks more around your head and sutff and stuff. You know

It'll be really hard to get a near realistic look.

Sorry I forgot to mention to use the blur TOOL when using the brushes that I spoke about earlier.

You may also want to try using hair strand brushes in combination with the methods suggested in this thread.
