making limbs longer?

hey, was wondering if its possible to make a limb longer/short or a item of clothing longer or shorter via photoshop

There are probably more than a dozen ways to do what you are asking...

The most appropriate method would of course depend on the image itself...

Maybe post an example image and I'm sure you will get lot's of suggestions...

As Mike said, it would help to see the image but generally speaking this would probably be best achieved with the Liquify filter.

Try using 'free transform' (Ctrl T)

I would use liquify as well. But cut out the part or person first before liquifying that way you keep the background normal and don't have to bother with the mesh etc.
