    If I understand your question correctly, I think all you need to do is to copy the contents of the Photoshop Plug-ins folder to the Elements Plug-ins folder. I don't really know much about Elements, as I've only ever used the full versions of Photoshop, but the default location for the PS Plug-ins folder is C:\Program Files\Adobe\Adobe Photoshop CS3\Plug-Ins. I imagine the Elements Plug-ins folder will be in a similar location. I'm not sure if all Photoshop filters work in Elements, though.
