wave/dissolve/water drop text hover

Id like my navigation menu to have some effects. When the links arent being hovered over or clicked on, I like them to have like a smal wave effect, moving slightly back and forth. Now when they are clicked or hovered over, Id like them to have a effect like a water drop, dissolve and sort of a wave. Would this be hard to create? Would I use flash? Could someone help me with it? LOL Or take a shot at it? I tried looking for tuts last night on hover effects but it just had the basic ones. Help would be appreciated.. Thanks or Suggestions..

ok, now.. ill just be asking for something made in flash.. a cool hover effect that matches my site.. ig uess be creative.. yeah im straight out asking.. i cant seem to find anything that suties my needs.. im thinking maybe someone can develop something.. credit will properly be given and i will return help whereever i can..
