we had a traditional illustrator were I work that used an older program on the Mac called Fontographer that was pretty good at creating fonts. I don't know if there is a PC version of it and its dated by today's standards though.

Fontographer is still available. The company that originally produced it (Altsys) was bought up by Macromedia in 1995 and they continued to sell it as part of the Macromedia Graphics Suite. In 2005, Macromedia sold it to FontLab Ltd, who still own and distribute it:
Fontographer - Fontlab font software for the graphic designer. Create fonts for your own use with this versatile font editor.
FontLab also produce a "next-generation professional font editor" called FontLab Studio:
Professional font software - Fontlab Studio font editor is used worldwide by experts to create fonts.

interesting... here I thought Fontographer died with OS9. I didn't realize it was still being updated and sold.

I've made them using CorelDraw. Also, take a look at FontStruct.

For a start, if you'd like to know how to move, post a question on the Typophile forums:
Typographic Collaboration | Typophile

Personally I think it largely depends on your objectives, so try to understand these first. As a type designer, I never quite approached the thing on a commercial level, more an artistic research…
