Vectored Art Action

I have started working with PS and very interested in vectored art, actually converting some of my digital images.
A couple of the actions/filters seem to mute the color, has anyone found and or created an action/filter that retains the image's exsisting color, contrast and tone.

Vector illustrations are most often created using Adobe Illustrator. I wouldn't use Photoshop to create vectors since it's not really vector. When you say "converting" what are you doing for that? Usually going from one application to another doesn't retain the filters used since filters in one application work differently or don't exist in the other application.
