What version of illustrator have you got? cs2 and up you could do a live trace, and that would be the easiest solution. It's quite a complex image that it would be time consuming to manually do it.

So you could go up to live trace, settings at color. I fooled around with it and color 75 works nicely. And then you'd probably have to retype the text to make it clearer. And that would probably suffice.

Hope thats what your looking for.

uhhhmm.. if all you want is a sharper photo I certainly would not go about using Live Trace or Illustrator at all. You'd be better served by sharpening the photo in Photoshop.

While I don't really know much about Illustrator, this image doesn't seem to be an ideal choice for converting to vectors. I'd definitely have to agree with Jolt: if you just need to sharpen it up for printing, there are lots of quick and relatively easy ways to do that in Photoshop using either the built-in tools or third-party plugins like FocalBlade.

However, if you really want to go down the vector route, I suppose you could try this Rotoscoping technique: Imitating A Scanner Darkly | Illustrator Techniques

Illustrator is not the way foward for this my friend.
In my humble opinion you need to get the photo at source (large resolution) and sharpen (slightly), as well as some touch-ups in photoshop.
