SOS-illustrator & layers-simple project & question

I am creating a greeting card.
I want to start with a template that I can drop in as pdf, of jpeg.
Then i want a backround color layer (?)
Then add shapes.
Then drop in jpeg. artwork.
Then a layer as type.
I need to add three more layers or so, showing Foil, Emboss, and or glitter.

HOW can I do this?? I've been trying for days on end.
I want to see everything, except the foil, emboss, glitter layers, but need them there for the printer.
I am stuck in the black hole. It's so simple but I just can't get it right, and have looked all over the web for answers.

Surffam,

I'd suggest creating more than one file if you need to have the printer print more than one style. Turning off/on the layers is easy, but unless you really trust the printer & they are not going to charge editing time, it's best to keep in simple for them.
