Adding a layout

I am trying to make an easy way to put images online on a normal html website without having to open up photoshop to edit the image.

Example of what i need:

It has a thin coloured border and a bar with text on it and rounded corners.

Now what i was thinking is that i could use a simple include to include a border around the image and adding the bar as an image and then you shouldbe able to type a comment in a white web font.

Does anyone know what i mean and know how to help?

You could possibly get away with this using CSS. You could add a class to each image and then style it with a border. You could also absolutely position the text within the image. The other way would just be to open the image in Photoshop and add the border and text there instead.
