I don't think it's on the web anymore. Kinda like 3Ds Max 7... It got outdated and they removed it

The latest version of Paint Shop Pro is XI, and you can download a trial version from the Corel website: Corel Corporation - Home of CorelDRAW, WordPerfect, Paint Shop Pro, Photo Album and Painter
