Gimp is released for windows and its free!
the windows version of gimp has finally arrived. It has been vastely improved since the last update. You can find out more information here.

If you are using psp or photoshop elements i strongly advise you to switch to this app.

This program ws originally developed for linux. I Havn't had tmie to test it out yet.
