Do you mean like this: Worth1000.com | Photoshop Contests | Are you Worthy™ | hidden

As far as I can tell, that's a photo-manipulation, not done with a plug-in.

There are lots of plug-ins available. Some are free, some are not. Generally speaking, the free ones are not very good, although one major exception is Virtual Photographer Welcome to optikVerve Labs - Home of virtualPhotographer.

If you don't mind paying, good plug-ins include Xenofex and Eye Candy from Alien Skin Alien Skin Software Products and a whole host of stuff from Flaming Pear Flaming Pear.
Redfield also do a range of good plug-ins, including the excellent Sketch Master Photoshop Plug-ins by Redfield.
If you've got money to burn, you could go for some of the Auto FX bundles Auto FX Software.

If you're into photo-manipulation and do a lot of rendering, pick up Fluid Mask 2.0. It's not free but if photo-manipulation is your main focus and want to save time it's well worth the price. I'm no expert but I think I get the idea of photo manipulation.

Hmm...Fluid Mask looks interesting, but it's not exactly cheap either, is it? I think I'll have to check out the trial version.

Fluid Mask is amazing! If you run a design company, or are freelance, it's a great time saver. The price however is targetted mainly for business users and is not worth the pennies if you don't bring in any kind of income from your work, or do not 'shop often.
