where do you put the ATN files when you download them and unzip them onto your harddrive. What i mean is I know the directory for my Photoshop but i dont know what folder under the Photoshop directory to put the ATN files so that i can use them please help me..

Put them under Presets\Photoshop Actions

but you might also want to consider using a Pattern Fill to get a "concrete" look.
