IE works on a Mac, but it may work differently than on a PC. Some things that work fine on IE on a PC may be jumbled up or appear in the wrong place or not show up at all on a Mac. If your client is going to view it on a PC, be sure it works for them. Mac users generally use Safari or FireFox instead of IE anyway.

If I understand your post correctly, you will eventually charge your client for all the hours you put into the menu? You may want to alter your billing to only a reasonable time spent on set-up, and not the total amount of hours you spent adjusting the menu for browser compatibility. Unless the client asked for that specific menu, and you had no choice in the matter, then a certain amount of compensation for extra time spent would be understandable.
