windows themes

you can download themes for windows, right
and those themes must be made....so i was womdering if someone here could help me create my own windows theme. and with that i mean the making from some graphics a theme.....you know the coding/ program part of it

if anyone could help me, that would be great

if you do, and you suceed help me too please. i have a little problem....i have the graphics but i can't really turn it into an .theme

well i wil read the tut a second time and hope to find something then,

and maybe a question just as handy to have an answer on:
is there any freeware to create "interfaces", themes, suits, icons....
