Have they asked you to do the design? If not, and you are just making an offer to get some work under your belt, then maybe free isn't a bad idea. If yes, I would charge a reasonable amount for the time spent on the design.
Will the band be using your design on more than the CD? Merchandise, website, ... etc? Take that into consideration as well and charge accordingly.

If you do the design, will you post it here? Would like to see it!

If I had a dime for every CD insert/label, band promo poster, adv flier, etc., I could get out of debt! Make certain you always discuss payment before producing goods; even if it is payment in kind, goods, services, whatever.

Bedlam123 makes a very good point ... (you might consider getting half up-front).
The topic of getting "payment for services rendered" could be a whole new thread - with a good deal of ranting!

I have to agree with bedlam123 and MoodsR4Cattle - you should always get some kind of payment for your services, even if it is small. The only exception I can think about would be working on a CD cover for an internationally reknown band... in which case your payment should be a credit on the cover and a damned good line in your CV.

I absolutely endorse this sentiment for two reasons:

1. If you're doing the work, you need the pay for self-respect if nothing else.
2. Lots of people doing free work undermines the professionals who then are regarded as overcharging. There is a perception that Web Design, Graphic Design is just playing about with computers. People not charging for doing work can reinforce this perception, whereas the work is actually quite skilled.

Just my 2p.

I would without a doubt charge the company/band money for the use of your hard worked time and effort - if in fact they did ask you to produce it for them. But if you offered, its different. Might just be something to boost your portfolio.

I would say even if you offered, you should try to get some sort of compensation for providing the artwork. The only time I do things for free is for relatives or personal use. Even if the payment is free admission to the band's concerts, free cds or t-shirts, a couple cases of Beer. At least you're getting at least a little of the respect you deserve.
