I've been doing some research on this, and I don't think there is an "official" download. This is because Portable Photoshop CS is not a "portable" application in the strictest sense of the term. A truly "portable" application (as I understand it) should run entirely from a USB stick or other removable device. Have a look at this:

will run quite happily from such a device
BUT when you first run it, it attempts to write to the registry of the machine on which you are running it. When you remove the USB stick, the registry settings remain. If the user does not have write permissions on the target machine's HDD, it won't run at all.
Although there are perfectly legal portable applications available, I think you'll find most of them are open source (e.g. Firefox, OpenOffice etc.). I think the fact that Portable Photoshop isn't a truly portable application (for the reasons stated above) calls its legality into question.
