making a static tv screen go to normal

i have 2 images. one of a static noised tv screen and on that is just one plain color

how would i start the animation with the screen with the noise and then it adjusting to the plain normal screen? is that even possible? please help me

I think I could have done this as a .gif, but as for Flash, I have NO idea. What's it for?

You have only "1" static image? I suggest you do 5 at least and make a 10 frame tween out of it, then you can use actionscript to change the alpha setting or do it the easy way and use tweens.
