Yeah, you've gotta give it to 3 people before you can hit the same person again. Its just to stop spamming I guess.

PS. It wont be a -1 for everyone. U get automatic bonuses depending on how many posts you have, whether you are admin, etc. Enjoy your -10 5-0....
