won't let me rep

i wanted to rep someone 1+ but when i want to fill out the form
it told that i had rep allready and that i have to spread the rep about before i can rep that person again
can you tell me what that is about and how i go about doing that

I've seen this before too. It's a fail safe to keep friends from just boosting each other's reputation. It's basically saying you've already said that person was helpful so until you give other's reputation points (and probably let some time pass as well) you can't give that person any reputation boost.
