I've never heard of any such thing, Photoshop is a 2D program.

3D transform was a function in Photoshop 7.. but for some reason they removed it from CS... It was a useless tool anyway imho... 3d should be done by 3d apps... not by photoshop.

You can get it in CS, I just forgot how, you have to download the filter and upload it to the filters file.

It's on the CD for Photoshop CS, in the Goodies folder. Just copy it over to the Filters directory, and you have it. Or you could just copy 7's over to the filters directory, and you would get it that way too.

3d Transform was useful in some cases, my favorite was a quick warping of a logo or text to fit around a cylinder.

Ahhhh, there's a little note for this problem in my 3D box tutorial:

Note for Photoshop CS users: The 3D transform filter is not included with the default program installation. To install it, open the Goodies folder on the Adobe Photoshop CS CD. Inside the Goodies folder is a folder called Optional Plug-ins. It should be in there. Just pop it into place, restart CS, and you'll have the filter available again.
