There may be ways to do this with built-in Photoshop tools, but I suspect it would take a lot of figuring out. I believe that this image, however, was made with a plugin that I've been playing around with a lot just lately - Topaz Clean.

The Topaz lab, really do has a lot to offer! to us Photoshoppers, Topas adjust is still my favorite!
haven't tried the Topaz clean, yet. But it seems to do a fantastic work!
As you probably know Tam, they have a new a new filter Topaz remask Have you tried?

I got a copy of the Topaz newsletter today with details about Remask. I haven't checked it out yet, but if it's as good quality as their other plugins I think it'll be worth a look.
