How do I fix this problem?

Lately, for some reason, every image I load has had the Slice tool border around it automatically.

I can't get it off, and it messes up my tablet drawings because the line snaps to the edge when I get too close.

Where's the setting to get rid of this? What got turned on and how do I turn it off?

From the top menu: View > Show > and click Slices - that will turn them off.

You must have accidentally clicked the slice tool at some point.

You should also be able to go to:
View > Snap
and/or
View > Snap To > Slices (or anything else)

And turn off the snap functionality.
