It's possible that the light effects could be made with brushes similar to these:
Light Beams Photoshop Brushes
or these:
Photoshop Weather Brushes > Anodyne Light Brushes, Adobe Photoshop Brushes Free Download
or even these:
Download Glowing Lights Photoshop Brushes
but my money is on them being painted by hand.
