There are some at Atomic Cupcake -commercial use Photoshop actions they are specifically scrapbooking related, but some of them would work for various graphic designs, you can do metal effects.
There are a lot of scrapbooking sites that offer up Actions for PS and scripts for PSP. Also there is ActionFX which is owned by Al Ward and he has a ton of actions and action steps available on his site as well
