Unhappy Cartoon

I'm not sure if this belongs in this section but for a long time I've been trying to do a cartoon of a real picture like this. This seems like a common technigue for CD covers and everyone seems to be doing it. However, when ever I google for a tut of a filter/plugin I get things that dont remotely give this result. I'm sure it may be a software out side of CS3? can anyone advise

If you mean the technique used on the figure (as opposed to the type, the fire or the background, which are all done with separate techniques), it's not the result of just applying a filter/plugin - none that I know of, anyhow.
I suspect it's a combination of some or all of the following:
  • High Dynamic Range Imaging
  • Surface Blur
  • Duotoning
  • Manual retouching

Having said that, this tut might get you part-way there (providing you have right kind of starting image): Render Effect Photoshop tutorial - Photoshop Tutorials - Website Templates

However, there is the possibility, as you suggested, that the figure was actually created in a 3D application like Poser.

Well to start with, I dont believe its 3D. Not one of the two images. So than you should try to focus on photoshop/ painter. I think that they just took a reall picture and smudged it, and than painted it over....to get all the "shiney" parts

I guess its indeed photoshop and no other programm/ plug-in. Just the good old brush
