You'll attract more people willing to help if you give your thread a descriptive, meaningful title. A thread titled "???????" could easily get ignored, or even deleted as spam.

Photoshop is a 2D application - to make a true 3D image you need a 3D app like Blender or Cinema 4D...unless I misunderstand what you mean by "3d image"?

There are so many ways to do this it's difficult to know where to start. Probably the easiest and quickest:
- Select Layer > New Adjustment Layer > Photo Filter...
- In the dialog box, choose the red colour you want and then play with the Density slider until you get the effect you want.
You could also try Hue/Saturation, Channel Mixer or Gradient Map adjustment layers (among others)

Don't really know what you mean by "photo type" (or "rgb compatible") - if you mean your Image Type is RGB Color, that should be fine for virtually any standard photo manipulation you want to do.
