How to change a real pic to cartoon-like pic?

As per attach...i would like to know how to do it in photoshop...
Is it on photoshop or illustrator?
I want it to be perfect like this pic..

I'm guessing that was done in Illustrator. It is possible to do it in Photoshop, though. Either way, it takes considerable time and effort - there is no magic plugin that I know of to create this sort of effect instantly. Have a look at some of these tutorials:

tamlin is right..no magic or trick to do clean vector like that,even live trace tools cannot do it..its human touch..just take 2 or 3 can of soda drink from your icebox..relax your mind and select pen tool and start tracing..if you feel tired or bored..drink your soda and double click your window media player thumbnails and play some relaxing music....and when you feel lost .. come to biorust..find some tutor or ask people around you..they're very friendly...

thanks for the help guys..
What about using filter>artisitic>cutout method in photoshop?
But still dun give the best result i guess.. and this apply only on RGB file, I think

You're on the right track with the Cutout filter. Some people use that as the first stage of a vectoring process in order to simplify the original photo before, say, exporting to Illustrator. You would never be able to get the sort of detail that's in the attached image purely by using Cutout (or any other filter) on its own, though.
