Wanting to know if anyone has or knows of a brush, or plugin for photoshop that will create tire tread on a path?

The closest thing I could find was Tire Tread Texture Tutorial -- TTTT
You will have some annoying time getting it along a path though.

Good idea, turvas. Follow the tutorial and then make your own brush from the resulting image.
