How to convert a photo
I'm trying to figure out how to take a photograph of someone and transform it into a rendering like the one you see on t-shirts like these:

Is there a way to do this with photoshop?

Pretty easy - there are a number of tutorials around:

Graphic Reporter, graphic design tutorials
Photoshop Photo Effects Silkscreen Effect Tutorial
Spoono - Photoshop Tutorials - Ghost Face

If you include some colour, you can also duplicate the Andy Warhol "silkscreen" effect:
