you mean aside from cropping away the middle, leaving it transparent and then scaling/rotating it to fit?
create a straight piece how you want it. then put that straight piece on the top edge of your image, copy and rotate the piece placing that one on the bottom edge. paste the image again and rotate it 90 degrees and put it on the side and repeat for the other side. then erase from corner to corner on the upper layers effectively mitering the edges. merge the layers that make up the frame.

It's a bit of a cheat, but the easiest way would be to use a plugin like Filters Unlimited or ClassicFrames:

Filters Unlimited 2.0 - I.C.NET Software GmbH

ClassicFrames, Beautiful Frames for all Your Photos

I always like interesting solutions and here's my suggestion:
Find a real frame and try scanning it. Should be interesting.

Oh supertackyman, that is the best. I always wonder too how frames like that are done, and I've yet to figure it out. I've often thought, dang it, if I could just get my mitts on those frames in the museums...

i know cs3 has it, not sure about the other versions of photoshop.

but you can go to actionscripts, there is a preset called "frames" and you can choose 1, and it will make several different types of frames for you.

try it out and see if there's anything you like.

Basically you could find some wood textures and start building layers of them with different bevels and etc.

I don't understand this comment. A frame is a "border effect".
