Although there are lots of people here who will be more than willing to give you help and advice on creating your own sig, we're not really fond of the "please do it for me" kind of post. Apart from anything else, being asked to do "spec" work like this (I'm assuming you're not offering any sort of payment?) is something that professional designers (of which there are a number who are members here) find particularly offensive. After all, you wouldn't walk into your local store and ask for free food, would you?

Ya im new so ya i was asking or trying to ask how do i make a photo in a signature and put names in it

In Photoshop:
  1. File > New
  2. Enter size and resolution for your sig image (for the BioRUST forums, no bigger than 520px x 100px, although other forums may allow larger). Res does not need to be higher than 72 dpi.
  3. Click OK
  4. Open your photo
  5. Select the Move tool and then drag the photo into the new image. It will appear in the Layers palette as a new layer.
  6. Move it around until it looks right. If the photo is too big, use the Crop tool or select Edit > Transform > Scale to resize it.
  7. Select the Type tool and add text on another layer
  8. Change font/Move/Resize as necessary
  9. Most important point: Experiment. Try adding Layer Styles, changing Blending Modes, applying Filters. The History palette is your friend - if you don't like an effect, track back and try something else
  10. Finally, select File > Save for Web and Devices... to save and optimize your image.

Here's one I made in about 1 minute using just a stock photo and Photoshop's built-in styles and filters:
