While PS7 is a good application and still used by many, you'll probably find as time goes on that more and more plugins will be developed for the more recent versions and will not work with earlier versions. This is certainly true with brushes - you'll find that many brush sets available here and at other sites will only work in PS CS or above. Also, new Photoshop books are always geared towards the most recent version.
There are lots of nifty features in the later versions, but it all depends very much on how much you use PS and what you use it for. I've never been a fan of upgrading just for the sake of it: if you only use the application occasionally you may find that it's not worth it. On the other hand, if you use it heavily or professionally I would say definitely go for CS3.

Nifty features like Patch tool and healing brush, are some of my photo manipulation favorites. *Huggs my computer*

Photoshop 7 is a good version to use for just about everything, CS2 or 3 gives you more goodies to play with. Whats nice about Photoshop is (I Think somebody prove me wrong ;p) you don't have to down save for earlier versions like you do for Indesign and Illustrator.

So if you feel you want to try out some of the new features you can bring it into the older version if you feel you're more comfortable with the setup.

Downside, when every new version comes out they stop supporting it, people start talking less about the older version (less tutorials, less general help) and there are usually compatibility issues. So sometimes it's good to move onto the new

True, but like you said about not needing to downsave, many of the tutorials that are based on newer versions at least get you pointed in the right direction for the older versions. A good number of the advancements that I've seen in the newer versions can still be achieved in the old version -- even if it does take significantly more steps.

I use CS2 and before I used 7. I think that cs2 is better, because it have some new funcions. but if you are satesfied with 7 then use it!
