I was wondering If any one can help me do neon signs. I got the book Photo shop cheats and it has a tutorial on it but for some reason I cant create the inner glow in it. Its not giving me a solid line selection in the center of the text so I can bur it and fill it with white. Any suggestions?

If you mean How To Cheat In Photoshop by Steve Caplin, and you're referring to Step 5 in the Perfect Neon tutorial, I believe that there's a slight error in the text. If the selection isn't working, it's because in the book it says:

select the layer's pixels by holding Ctrl and clicking on the name in the Layers palette

What it should say is:

select the layer's pixels by holding Ctrl and clicking on the thumbnail image in the Layers palette

If this isn't the problem, can you tell us a little more about what is (or isn't) working.

Well that's what I did and when I select/Modify/contract to reduce selection by 3 pixels it doesn't select whole pieces . Its all broken up and skipping .In other words instead of being a strait line its a bunch of dashes kind of hard to explain.
