Not sure what you mean exactly. They are symbols from a Mac keyboard. The first one is the Command key (in Photoshop, the same as Ctrl on a PC keyboard). The second is the Option key, which performs the same function as the PC keyboard's Alt key in Photoshop.
So (for example) to Select All Layers in Photoshop, on a PC you could press Alt+Ctrl+A, on a Mac you would press Option+Command+A
