Looks as though it's a Layer Style with a lowered opacity on the gradient.
I think what you'd need to do is create the Layer Style on a Transparent layer, add the gradient of choice, and lower it's opacity.
It may also have an Inside Stroke/Gradient with either a lowered opacity or the effect appears that way due to the Layer Style settings (or both).
I believe I can replicate something close to this effect, if not the full effect. As for the shape, no different than the tribal work I do, but I'll leave the shape up to you.
Give me about a day or two to come up with a decent test run, then I'll upload some Layer Styles to the Resources section. Of course, you'll have to wait until Man1c M0g approves before becoming available.
If I can't produce anything decent, I'll let you know.
