I.C. Net Software do a pack of filters called Filters Unlimited, which contains a Filmstrip filter (basically, it's a Frame that looks like a filmstrip with sprocket-holes).

The full version of Filter Unlimited is £21.80, but you can download a fully functioning demo version that contains some of the filters (including the Filmstrip one) for free:
