Well once again I lost the link to the add-on to PS from this site, what I am looking for is a add-on that messes with the shapes to make the awsome warp effects. Can't really describe it any better than that, thanks.

That item is from Mishelly's gallery, which, by the way also contains a link for the tutorial on how to create the effect shown in the picture.

If that is what you're looking for, then here is the link. As for obatining an actual plugin to use in Photoshop to create that effect, I'm sorry, I don't know of any.

As for now though, be sure to check out the tutorial. Hope this helps.
