When using actions?

When you load a action to use how do you get it to work on your photo?

Click on the action name in the Actions palette to select it, then click the Play button (see attachment).

You might have to open up an Action folder to find the right action if it contains more than one.

I got photo shop 7 and I didn't see no arrow like that there . Well I looked again and seen it but it was not green and it would do nothing.
Does any one know why?

You have to make sure that you have selected an action to play, otherwise the Play button remains greyed-out. As I said, some actions are contained in "folders" - you have to open the folder up to see the actions, then select the one you want before you can play it.
