Layer affect

I was wondering ? If I do blending options on a layer and make a new layer and do different options on it . Why does the one below it change and can i turn it off or is it even suppose to do that?

Each layer you apply a blending option to will have an impact on all the layers below it (assuming the layers below have transparency). If you have several layers with effects, they will combine.
I hope that helps a bit ... there are many people here that can probably explain it much better than myself.

Attempting to explain blending modes in a single post is a pretty tall order, as it's a massive and involved subject - in fact, whole books have been written just about blending modes: Amazon.com: Photoshop Blending Modes Cookbook for Digital Photographers : 49 Easy-to-Follow Recipes to Fix Problem Photos and Create Amazing Effects (Cookbooks (O'Reilly)): Books: John Beardsworth
Perhaps if you could give us a bit more detail about what you're doing, or wanting to do, we might be able to offer more specific advice.
