If I remember rightly they go in C:\Program Files\Adobe\Photoshop CS2\Presets\Photoshop Actions\ or wherever your program path is.
I've used a couple mainly for DVD covers.
If you click Window/Actions (ALT+F9) that opens the Action menu and you select whichever Action you want and click the little play icon at the bottom.
Photoshop will then run through the automated steps of the action, like drawing the DVD cover etc.
Some Actions are multiple part and require you to do step 1, then add your own stuff, then click step 2 to finish.
It's a lot easier in practice than my bumbling explanation.
I'm sure others can expand too hopefully.
