Colours in Photoshop can be represented either as:
  • A hexadecimal number (such as #000000 for black, #ff0000 for red and #ffffff for white)
  • A mixture of Red, Green, and Blue (RGB)
  • A mixture of Cyan, Magenta, Yellow and Black (CMYK)
  • A mixture of Hue, Saturation and Brightness (HSB)
  • Or as so-called Lab colour

All of these can be set by clicking on the foreground or background colour chip near the bottom of the toolbox. The Color Picker dialog will then open, and you can see where to enter the values to get the colour you require.

There are lots of lists of hex codes for colours available on the web - here's a link to just one of many: Webmonkey | Reference: Color Codes

No problem - happy to help. You'll probably find, though, as you become more familiar with Photoshop that there are many different ways to do just about anything. Another quick and easy way to set a colour is to use the Eyedropper Tool (in the Toolbox just above the Zoom Tool). This allows you to click on any area in an open image and capture a sample of that colour to the Foreground colour chip.
