To access the different pieces of an animated gif you would need to open it in Image Ready, not photoshop. Photoshop doesn't see animations, it sees layers. Animated gifs are really just one layer so that's why Photoshop will only see the one frame of the animation.

As far as how to merge the two, a lot depends on what you are trying to accomplish. A little more background (or an upload of the image you are trying to merge the gif into) would be helpful.

If you open lights.gif in image ready, it shows the 9 layers (and frames) of the animation. Again, Photoshop can't truly deal with animations, so if you open both the original file and lights.gif of the main graphic into ImageReady you should be able to copy the animated layers on top of the original file and create the new instances of the animation.

The only issue with this is given the size of the other file, it will be pretty big to animate the whole thing, so you may want to cut it up and only animate the area that you want. Then reassemble it using your coding of choice for use one the web page.
