as for Ash:
Photoshop is primarily a raster-based program, however it does have tools like the pen tool, shape tool, and (I think) the text tool. The way that you can tell if something is raster based as opposed to vector-based is by trying to enlarge it. If it gets all "pixelated" chances are that it is raster based as opposed to vector based (since vectors work along a certain path that can be multipled and it gets much more complex than I know when you start talking about that). However all you need to know is what tools in photoshop create vector based art. Shapes, and Pen primarily, and that link that the other use gave you would probaly be a good resource for tutorials.
