How Do I get this effect?

hey everybody!
while walking on my never ending road called photoshop
I was thinking of an effect I saw on the internet a while back
finally I was able to find the picture I saw from Before
Does anyone how how 2 do this on photoshop

I believe that's the Poster Edges filter. Go to Filter > Artistic > Poster Edges.

This is how you do it and this is a pretty neat effect I tried it on a couple of my photos its something like a cartoon effect.
