It used to be that the term "render" refered to something created in a 3D program such as Maya, Bryce, etc.. Lately, though, I've seen more and more people using the term to denote any image, with the (possible) exception of photographs. In this instance, the author has some object that is, apparently, white on a transparent background that he wants to add a blue background to.
Just replace the word "render" with the word "image" and, more times than not, you should be able to understand what's being said.
"now take the image with the colours that fit the kind of background you want, because my image is white and i want a type of cold assasin feel to it, I shall be using the bluish image like the following."
(Unless, of course, they're actually talking about a 3D render - in which case, "render" would be the proper word).
